CPAC Releases Kentucky Legislative Scorecard, Revealing a Strong Republican Majority Embattled Against Liberal Governor Andy Beshear.

ALEXANDRIA, VA (January 11, 2024) — CPAC Foundation’s analysis reveals that Kentucky legislators generally held onto the increased conservatism that they exhibited last session in comparison to previous years. Republicans obtained an average score of 84% between both chambers and, to top it off, consistently overrode Governor Beshear’s vetoes of conservative legislation.

“Leftist Governor Andy Beshear did all in his power this last session to crush sensible legislation in Kentucky.” Said CPAC Chairman Matt Schlapp. “Despite this obstacle, Republican legislators pushed through plenty of conservative victories with their sizeable majority, including expanding parental rights in education, promoting deregulation, and by cutting taxes.”





CPAC recognizes several Kentucky legislators for their conservative voting records. The following members of the Kentucky State Legislature earned CPAC’s Award for Conservative Excellence for voting with the conservative position at least 90% of the time during the 2023 session.

Felicia Rabourn (100%)

Richard Heath (93%)

Kim King (93%)

Josh Calloway (93%)

Robert Duvall (92%)


Additionally, many lawmakers in the Kentucky State Legislature earned CPAC’s Award for Conservative Achievement for voting with the conservative position at least 80% of the time during the 2023 session. Their names are highlighted in gray in the scorecard.
